Our History and Values
The Small Countries Financial Management Centre (SCFMC) is a registered charity, established in June 2009 and based in Douglas on the Isle of Man that is dedicated to supporting the growth and prosperity of small countries through capacity building in the government financial sector.
Funded by the Isle of Man Treasury, over the last 15 years we have brought together 335 officials from finance ministries, central banks, and regulatory bodies in 31 small, developing countries for an annual two-week executive education programme in the Isle of Man and Oxford.
The high quality programme is designed to stimulate fresh approaches to the unique challenges participants and their countries face and provide participants with the knowledge and tools to act as catalysts for change within their governments.
Attendance is free, and all travel and accommodation costs are covered by the SCFMC.
Our Objectives
- To reduce poverty and improve financial governance through the promotion of education relating to the government financial sector in small countries or countries whose economy or infrastructure has been adversely affected by wars or conflict.
- To contribute to the United Nation’s 17 Sustainable Development Goals (SDGs) in relation to capacity building and, in particular, the goals of partnership; peace, justice and strong institutions; decent work and economic growth; and gender equality.
- To improve leadership, management and negotiation skills and foster best practices on financial regulation, risk management and government financial activities.
- To be a leading international research and training centre for carrying out and promoting research into global regulatory issues concerning the international financial services market in small countries.
- To be an international forum for sharing knowledge and driving innovation and a catalyst for change on financial integrity, prudent regulation, and economic management within small countries.
Funding Partners
The Centre is hugely grateful to the government of the Isle of Man whose funding of the annual two-week core programme through its International Development budget between 2009 and 2023 has benefitted 335 officials from 31 small countries. The World Bank and the Commonwealth Secretariat were also both key partners in the establishment of the Centre and previously contributed funding to its initial annual programmes.
